  The War Is Over
And the struggle begins...
 
Personally, I've had a problem with the "War on Terror" phrase since the beginning.  In and of itself, the phrase is a victory for the radical Islamists, because it's what they want: war = chaos = permanent terror.  Since there is no true way to "win" (didn't Kerry drop 10 points in the polls for saying that?) it will never end, and thus chaos, or at leas the perception thereof, will continue indefinitely.  I'm not sure how redefining it as a "struggle" helps, but in all honesty it's probably a better term.  However, this administration still does not realize, or does not choose to admit, that the struggle is not about counting the number of potential terrorists killed, but instead about projecting a positive and inspiring vision for the world.
